NaMTOK QUESTIONS - PAGE 1

WHO IS NaMTOK?

NaMTOK is a Trust formed of the elders (Kaumatua and Kuia) of the five hapu whose traditional lands make up the greater Hamilton City area. These particular elders were selected because they have Mana Whenua. Mana Whenua is an unchallengable right to speak for the people of these lands and is derived from their extensive knowledge of the culture and history of their lands and their own personal standing (mana).

When an elder with Mana Whenua speaks, their opinion will not be challenged by others. Therein lies the strength of Nga Mana Toopu O Kirikiriroa as a decision of NaMTOK will not be challenged by other Maori groups.

Hence NaMTOK is the recognised organisation dealing with the application of the RMA for Tangata Whenua for the Greater Hamilton City region, and its operations have brought stability to land based issues in the region.

WHAT DOES THE RMA MEAN TO ME?

In 1991 the New Zealand Parliament passed into legislation the Resource Management Act (RMA). Under the terms of the RMA anyone undertaking any development involving land, air or water must consult with all effected parties. Maori are to be consulted to ensure that the development does not damage their culture or cultural heritage. Nga Mana Toopu O Kirikiriroa (NaMTOK), formed in 1996, undertakes this consultation process for five Tainui Hapu (sub tribe) who are the Maori guardians (Tangata Whenua) of the land upon which Hamilton City has been built.

NaMTOK's aim is to preserve and commemorate the history of Maori ownership and occupation of the lands of Kirikiriroa (including Hamilton City). In so doing they seek to ensure that the historical and spiritual value of the area is recognised and preserved for the benefit of the entire community.
